PROBLEM #12. BLOCKS BEACH AND COAST ACCESS

NCTD (the coaster train operator) has repeatedly try to place fencing on the tracks that have been crossed by tourists, residents and beach goers since . . . always. The  little used train creates constant conflict on California's most precious resource - it's coast.
