SURFRIDER says OCTA rail armoring violates coastal act

July 24, 2024 

The Surfrider Foundation sent a letter to the California Coastal Commission (CCC) claiming that the Orange County Transportation Authority's (OCTA) shore armoring in San Clemente spanning 1/2 mile at Cottons Point is in direct violation of the California Coastal Act. Surfrider points out that the armoring has destroyed the beach and the armoring which was granted under emergency permits have expired. The armoring not only violates the California Coastal Act but also the California Constitution regarding coastal/ocean access (Section X, Article 4). OCTA must go through a full environmental review and include both retirement of the rail line as a feasible alternative and analysis of the rail problems in Del Mar.

SURFRIDER, others demand analysis including rail retirement

July 16, 2024 

The Surfrider Foundation and 8 other environmental organization including NRDC and the California State Parks Foundation are requesting that Orange County Transportation Authority (OCTA) conduct a full environmental impact report (EIR) on its proposed additional shore armoring in San Clemente.  The letter reads " All viable alternatives to shoreline armoring must be carefully examined, including nature-based alternatives, rail relocation or retirement and train speed management."

CCC Sends OCTA Letter on Unpermitted armoring

November 17, 2023 

The California Coastal Commission (CCC) sent  a letter to OCTA (via their armoring construction vendor HDR) stating that much of their work was unpermitted and subject to CCC review and regulations. OCTA, in short, has been flagrantly dismissive of the CCC, the rules, the environment, the coast and the residents of California.
